There are probably nearer 18 lock-ups of various sizes scattered around the festival, they are open 24hrs a day from Wednesday morning thru to Monday morning (most will be closing, late morning & closed totally by noon).
Size of them varies tremendously, depending on location and demand mainly. They can be found by looking for the keyhole symbol on the map, though often this is approximate location. There are two types of 'lock-up', most common being a white marquee, with steel mesh fancing inside with scaffolding shelves. The marquee style ones size does vary a little from big to huge! The other type is a steel container, kinda like the ones used for shipping, these are fewer in number and are often located where it's not possible to have fitted a marquee - right beside gate C being one example, and the a good place to store your crampons for the walk up & down the hill of death to the campervan fields

Locations of them are pretty well spread across the site, many are located in the camping fields, tho not all fields. But they can often stand out quite well in there as are often the biggest structure. Notable ones for using as booze/clothing drops are the one opposite the pyramid stage, often has a big CND symbol on it, and a welsh flag. There's also a large one near the meeting point/entrence to kids field. There's a large one just outside west-holts, other side of the hedge on the way to other stage from there. There's one tucked in by the Glade, though this one does move about a bit as this area does keep changing. There's also one in M market area on the route from the main drag to crossiant neuf etc.
As for queues, the only time there is noticable queues tends to be as the main acts finish and people come to collect there stuff for the night hours/walk home/etc. So from 11pm-1am they can be a little busyish (main area ones & campsite ones). Also, if there are sudden rain showers or changes in weather there can be a little bit of a rush as people queue to change into more suitable clothing!
Sunday evening can often see them quite busy as many people will pack their gear up during the day, leave it all at a lock-up then collect after the last bands to make a quick getaway. Campsite ones and ones near the exits are very prone to this type of use, so expect queues then.
Also, special notice should be given to those using the one near gate A. This lock-up does get swamped with stuff on the sunday evening and particularly the Monday morning as it's nearest the bus station, so if you plan on using it make sure you allow extra time for queuing, in the past the queue has been over an hour in length, tho the volunteer organisers have learned to provide extra staffing there on a Monday morning now, but there is still a limit on how many people they can attend to at once.
Although crime levels have dropped hugely since the ring of steel went up, there is still a significant amount of theivery from tents, so do not leave anything in your tent of value, but you shouldn't feel so paranoid about this that you need to put your sleepbag and roll mat in a lock-up. The main purpose of the lock-ups is to prevent crime, though they are more than happy to store your trolleys, Beer, changes of clothing, etc whilst you bimble around enjoying yourselves.
Lock-ups are all staffed by volunteers, for a number of various organisations, each lock-up will have some signage indicating which group is providing volunteers, some lock-ups have a number of different groups running them. The organisations do get paid by the festival for providing staff for these, but donations for using the service are encouraged, though not expected upon every visit. The organisations can not accept alcohol donations, and the volunteers should not be drinking whilst on shift, though may be more than happy to accept a donation of a tinnie or two for when they finish.
Whilst there is no facilities to refridgerate beverages in the lock-ups, they do tend to remain quite cool, and slabs of beer are often stored on the bottom shelf/ground so can be refreshingly cold when it is really hot.
Also, if storing beer in them, don't take the P*** by storing a slab of beer there and only taking out a can at a time, there is paperwork involved each time!
If you're lucky, or possibly unlucky depending how you see it, you may even get to see me on shift in one of these, but I don't yet know which or what time I'll be working
